• Notice submitted by a citizen to the City Council advising that body that 5 years have passed since the Urban Development Plan which stipulated the expropriation of the building in question came into force, in which period the expropriation has not taken place;
• Documentation identifying the land in question and reference details of the planning document stipulating the expropriation;
• Proof of property ownership;
• Valuation of the property dating from 2 years after the notice was submitted.
