Parties with a legitimate interest are defined according to the specifications of Article 31 of Law 30/1992:

a) individual or collective rights holders or parties with a legitimate interest;

b) those parties who did not initiate proceedings but whose rights could be affected by any decisions that are taken;

c) those parties whose legitimate individual or collective rights could be affected by the ruling who make themselves known during the proceedings before the final ruling has been handed down.
