Decree 20/2003, dated 28 February approves the Regulation for the suppression of architectural barriers.

The application of Law 3/1993, dated 4th May and the Decree Decret 96/1994, dated 27 July, aiming for the improvement of access to the population, especially to the disabled, as well as the suppression of the architectural barriers, have been one of the main priorities of the public administration during the last few years.

The population continually grows older within the Balearics. Hence, accessibility is an urgent need for a daily increasing number of people. The practical experience gained since the implementation of the Law and the Regulation for the improvement for access and since the suppression of architectural barriers shows us that the Ordinance must be modified via a new publication, without a reduction in the services provided during the last years. Furthermore, the errors and lack in provided services detected in the previous regulation will be amended.

In order to undertake the modification of the Regulation, the following has been taken into account: the proposals from the Economic and Social Council, the proposals from the Advisory Council, proposals from disabled people associations, as well as all proposals from different associations of professionals in this matter: architects, technical architects, engineers, engineers for public constructions, builders, real estate developers, etc.

Hence, taking into consideration the previous reports from the General Technical Secretariat, from the Economic and Social Council, in accordance to the Advisory Council and upon request of the Counsellor for Public Works, Housing and Transports, the proposal has been approved, by the Government Council during its session on the 28th February 2003.
